Marvel has had comics readers everywhere debating whether Superhero registration in the story arc is right or not.
The government has issued that all superhumans (not mutants) be registered under them in order to train and use thier own powers better in terms of going legit and having a wage packet at the end of the month.
This also means that the superheroes must reveal thier identity too. Any Superhero not going under the registration act will be placed in jail.
Spiderman already registering and unmasking has caused a quite stir. On top of this, the Hulk has been jettisoned into space 'out of harm's way'.
IRON MAN/TONY STARK
Stark is pro-registration. Tony beleives that Superhoroes working under a banner will present more organised crime-fighting.

CAPTAIN AMERICA
Cap is on the run from the goverment after refusing to conform. He has gathered a group of rebels and formed a resistance based in one of Nick Fury's secret bunkers.
Notable allies: Nick Fury, The Young Avengers, Dr Strange, Daredevil
The Civil War comics has presented good arguements for both sides, although the babyface position leans more on Captain America and his renegade group. The X-Men being mutants are a whole kettle of fish and are therefore nuteral rather than alligned.

I have to go the anti-registration route I think.
And unfortunately, it's the boing reason that Superheroes always love, loved ones in danger and all that. And to be fair, why would Spiderman not agree to it? Half the world saw him unmasked in Spider-Man 2 anyway.
