Fact is, Angle wasn't safe to wrestle.

McMahon is a billionaire because he more often than not knows when to let people go, when they have passed their peak and are no longer worth the money they are asking him for. Let's face it - he's got the very best years out of Angle's pro wrestling life and IF Angle survives, doesn't break his neck and yet continues to wrestle elsewhere, he'll always be below his WWF/WWE best now, and also I reckon WWE will get him back in a non wrestling capacity when he's forced to finally stop wrestling (so long as he doesn't snap his neck in two beforehand).

You can picture all the indy feds queueing up in three months time to Angle make an appearance (most likely in a non-wrestling capacity).

Imagine Angle doing some shooting in Ring Of Honour!
